The names in the doc. are Thomas Parmeley; Elizabeth Blackett; Cuthert Johnson and the town Lynesack, Durham.

Really really appreciate your help with this. 

Just another connection.  Cuthbert b. 1703 (was Elizabeth's illegitimate child to Cuthbert Johnson his father).  Cuthbert took his mother's name Blackett.  He married an Alice Parmely 1700-1767.

That is what the family understand at this stage.

Memorandum that on the seventeenth day of April in the fifth year of the reign of our lord George, now King of Great Britain etc., came Thomas Parmerley, son and heir of William Parmerley, deceased, outside the court at the City of Durham, before John Rudd, esquire, deputy of Lancelot Hilton, gentleman steward; and he took from the lord one house and one rood of land adjoining Hestewell, which the aforesaid William, lately his father, held by right whilst he lived; to hold to him the same Thomas Parmerley and his heirs by right, according to the custom of the Court, by paying thenceforth each year on the usual dates the payments as previously accustomed, and by making a pledge to the lord and to those who live nearby etc.; upon which he was thenceforth admitted tenant.

From the translation; it would seem that Eliza/Elizabeth Blackett and Cuthbert Johnson were tenants of the house/property from the 18th April 1719?
