I've been trawling passenger lists, and there was a lot of Panasiuk folks coming from that area to Canada via Southampton, UK in that time frame. Most are Polish, but there is one that stands out a bit, (especially with you mentioning a daughter) which might be worth keeping on the back burner.
Ship: Empress of Scotland, Southampton 07 Jul 1928 to Quebec
Pavel Panasiuk, age 24, married,
Country and place of birth: Ukraine, Vil. Logvin
Nationality: Russian
Race of people: Ukranian
What language: Ukr. Russian
What trade did you follow in your own country: farming
What trade do you intend to follow in Canada: farming (pretty much the standard reply for all of them on board)
Destination (name relative/employer, etc): c/o Mr. C. A. Van Secy, Land Dept. C.P.R. Winnipeg. (same as many on board)
Give name, relationship and address of your nearest relative in the country from which you came. If a wife or children are to follow you later to Canada, give names and ages:
wife Anna age 27, children Ekaterina 9 mos
res. at Vil. Logvin, distr. Skvira, Gov. Kiev, Ukraine
Passport number, place and date of issue:
144080 Kiev 23.5.28
Action taken and civil examiner:
Landed immigrant
If it IS him, I'm guessing Anna didn't join him? I've been able to rule some out, and most of them have their first name as "Pawel". I haven't been able to tell if Pawel= Polish and Pavel = Ukranian; it seems to be a mixed bag. I did match a Panasiuk to a Panasuk in BC, so that i must be a variable, depending on who was taking the information?
I think the daughter's name is just Katerina, and the typist hit the K key twice. Depending how on much you zoom, the first letter varies between looking like a K or an E. (but I have horrible eyesight, so....:
