Find out what the laws are for the state that the birth and the adoption took place in, and find someone locally who knows how to handle the search.

There should be records with the state, I would think, no matter what agency closed. Also, the agency might have passed the records to another agency.

Even with no adoptions in my family history I was told things that were not true. How much more likely with an adoption. Look for the records until
you have convinced
yourself there aren't any.
DNA is still the best way to go though, as someone previously suggested.
