St Arvans marriage, 12 March 1826_ Reynolds & Lewis

I have seen the online image for a marriage between William Reynolds and Elizabeth Lewis, at St Arvans in 1826.  The entry shows that Elizabeth was under age but the marriage was by licence, with consent of her father James.
I have not found any baptism for Elizabeth (which is likely to be around 1808) in the same or a nearby parish, and do not know the name of her mother.  Does anyone know if marriage licence documents have been kept, either at Gwent RO or elsewhere, which might give a clue?
