Possible - SSDI shows a John Looby  born 19 November 1903 - passed away January 1972 - last residence - Last Residence:    10028 New York.
Would need further investigation because there was another john Looby born in New York 1902 - perhaps an exact date of birth in Ireland would help.

FIND A GRAVE

Long Island National Cemetery East Farmingdale, Suffolk County, New York.
Plot   2T, 1440

There is a possible 1940 census Assembly District 14, Manhattan, New York City for a John Looby who is married
