Isn't it Elizabeth Ethel rather than Ethel Elizabeth?  There is only one registration in the right district, but not the right quarter.  Father Henry was a horse keeper, mother Mary Ethel formerly RUSSELL

GREEN, ELIZABETH  ETHEL
Mother's maiden surname: RUSSELL     
GRO Reference: 1890  M Quarter in ETON BUCKS  Volume 03A  Page 682

If this is the right one then you can just order it from the GRO.

Problem of some urgency

I am in the middle of ordering a Birth Cert for the above and I have got stuck
with filling the online form out.

How do I find my personal ref?

It's a very long time since I ordered a certificate.  However, if I remember correctly I just made up a personal reference for the particular order - so if I was ordering "Joe Bloggs", then I used that as my personal reference.   :-\
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!

You don't have to give one.   I would imagine it is mainly used by companies that order certificates so they can reference them to a case file.

I agree with BumbleB - just put in anything that means something to you. (It's possibly more useful for professional researchers and lawyers etc who order dozens at a time.)

Her passport indicates she was born in Q4.
