That gives mother’s maiden name - Parkes.

Then if you look for a marriage - trying various years, there is a possible Parkes/Rowell marriage in 1900.

Mary Elizabeth Parkes and William Rowell. It could be the right match.

William G Rowell married Clarice E Caddy  Apr/May/Jun qtr 1939 Birmingham - this certificate would confirm father's name  -as birth cert would confirm both parents names
If this is the correct Wiliam G Rowell he was born 9 Aug 1911 (so after the 1911 census was taken) and he would be married just before the 1939 register
Possibly he had a brother Norman??

there is a tree on A*****y which gives William Rowell (1876-1959) and Mary Elizabeth (neeParkes)(1876-1952)
Children Norman Rowell (died 1938) married to Elsie Podmore(1896-1974)
and William Gordon Rowell b 1911

so it seems the William you are enquiring about had the middle name Gordon

There is a probate record for William Rowell (father of William Gordon Rowell)
