Carlingford -- I can't find anything about Provident Mill Darwen -- but there is a Darwen Heritage Centre and 'Darwen Days' which both deal with various things relating to the history of Darwen.

They may just be able to help.

The actual website for Darwen Days is down at the moment as it is apparantly being upgraded - hence I have given a blogspot for it.

Found several newspaper reports re the mill including

Lancashire Evening Post August 14, 1916
Darwen Mill Fire
Fire damage estimated at £4,000 at the Provident Mill,Darwen -Mill owned by the Provident Mill Company Ltd

Yates, Bury and Dewhurst, cotton spinners & manufacturers were at Provident Mill in 1891.  240 looms.('Worrall's Cotton Spinners Directory' 1891.) Grace's Guide to British Industrial History

As Maiden Stone said, the mill was owned by Yares, Bury and Dewhurst in 1891. There was a strike there which was resolved in October 1891:

"SETTLEMENT OF A WEAVERS STRIKE AT DARWEN. - The strike of weavers at Messrs. Yates, Bury and Dewhurst's Provident Mill Darwen, which occurred last week has been settled and the hands returned to work on Tuesday morning."
Blackburn Standard. (Oct. 31, 1891)

John YATES appears to have left the partnership in 1892:
"PARTNERSHIPS DISSOLVED ... John Yates, Oliver Bury, Ezra Dewhurst, and Isaiah Turner, Provident Mill Darwen, cotton manufacturers, so far as regards John Yates."
Huddersfield Chronicle. (June 4, 1892)

There was also a fire in March 1900:
"MILL FIRE AT DARWEN - Early yesterday morning an outbreak of fire occurred at Messrs. Turner and Bury's Provient Mill, Darwen, and damage amounting to between £3000 and £4000 was done. The fire originated in a tape room over the boiler house, and the flooring and roof collapsed twenty minutes after the arrival of the brigade. The taping portion of the mill was entirely wrecked and the new machinery ruined."
