Another arms to help identify

Hopefully this one is easier to identify than the last I posted. These arms come from a silver teapot hallmarked in London 1786.

I think I have identified quarters 2 and 3 as "Storey (Shaftesbury, co. Dorset). Per fess ar. and sa. a
a pale counterchanged, three storks of the last".

However, quarters 1 and 4 I am having trouble blazoning as I am a newbie to this. I can see the field is 3 azure bars on an argent. In chief is a lion passant guardant argent on a sable field. Above the lion are 3 round shapes, which I cannot make out. The shapes could be roses or just roundels. How would something like this be blazoned and indexed in Papworth? Does anyone have an idea who is the owner?

The bars in Q1 and Q4 look to me like Barry Wavy?
Doesn't help me in finding a CoA, though?

What looks like cranes are used in Scotland by Cranstoun.
