I’ve been trying to refrain. But find I can’t help but point out the name of Muriel’s father seems to be...Thomas Magnus Organ.   Different times lol.

England & Wales tend to be lumped together for Birth, Marriage and Death records.
Scotland has a different legal system, and a different source of records ;D
Northern Ireland (after 1922), and Ireland have different records, too

Then there are Jersey, Guernsey and the Isle of Man; none of which are part of the UK, or England! ::)

Hence my question.

As we can't seem to find a birth for Herbert, it's possible he was illegitimate; or his mother remarried to Mr Sloman?

I think that the Marriage Certificate is a must - that would give us a (potential) father's name to work from.
