Charles was buried 17 Dec 1983.

Here is a link to the contact page for the Waterloo Public Library. Given the known burial date they may be able to look for an obit. Use the askus email option. The Kitchener library doesn't seem to have a similar contact option but I believe there is only the one newspaper for the connected cities.

Thank you PB, that was my original plan and that link you gave link specifically mentions they have an online payment system, which is ideal for me here in Scotland as I assume there will be a charge.

I'll report back if the Library can locate an obit. I am aware there is a chance there may not have been one, but my Granda always told me that 'shy bairns get nowt' (translation: unless you ask you will never know).

RESULT!
The gravestone 'is' for the man I was looking for.

Armed with the burial date that Ed so very kindly obtained for me, I checked the newspapers that Waterloo library have online and no joy.
So I emailed the Grace Schmidt Room of local history at Kitchener Public Library. The extremely nice lady there has searched the Kitchener Waterloo Record and mailed me a copy of the obit this afternoon.
If I'd written it myself, it couldn't have matched the details I have for Charles any better.

My thanks to all on here who helped, with a special thank you to Ed for taking the trouble to ring the cemetery dept :-)
