Well, just from the bit shown I would say
Robert Rily                              Rich* Gibson Registrar
Dorothy Barker                         Walter …..ler
                                                  Superintendent Registrar
*am assuming this to be short for Richard.
Jackie
PS Maybe seeing more of the document would help

I am struggling with Walter's surname; but still think it ends in ...ler.
Maybe someone else can decipher it.

I  think Rily ought to be Riley.  I looked at the words ending in "y"  notice his abbreviated construction of that .... there is an  'e' in Riley and in the address too.

ADD and also in journeyman the 'ey' formed as though one letter instead of two  ::)

Agree with Riley - the y has a loop on the first stroke, unlike the other ys.

The Superintendent Registrar's surname could be Walter (I or J) Tozler

I second this. The letter t is similarly un-crossed elsewhere on the page (e.g. 'Registrar').
BARTRAM - Nottingham, Derby, originally Beds (Stagsden)
PERFETT - St Pancras & Marylebone, Rugby, Nottingham
RADFORD - Nottinghamshire, also back & forth to Bury
RUDD - Durham, Margate, Bermondsey, Newcastle, Nottingham
