Sandra, sometimes the naturalization records are indexed in an odd or unusual way.  In this instance, Walter Prout's card or application came up because it also had Frances' name on it, and thus a match when the search was done.  If your database shows a photo of the naturalization form, if you will look at the application that comes after or before the application you are looking at, you can see the application of a relative.  Frances' application appeared just before Walter's.

I found the listings on Fold3--they are listed alphabetically, so Frances does not appear right before William.
They list the following:
Certificate of Arrival:  30 June 1924:  (Frances Anne Prout)
Declaration of Intention:  19 May 1926 (Frances Ann Prout, signs as Frances Ann)
                                      22 Oct 1935 (Frances Anne but signs application, Frances Anna)

Petition for Naturalization:  19 May 1938 (Frances Anna Prout)

Denied:  29 Sep 1938
Atkinson, Wearing/Warton Lanc, :Hayhurst,Kendall/Kirkby Lonsdale West,Barrow-in-Furness Lanc
