I believe this marriage is correct

Walter Briggs - Ada Parker Jun 1890 Bramley

Births for Alice Jun 1893 and Nelly Jun 1891 both have mothers name Parker

Death for Nelly age 9 confirms those parents names

Annie Louisa's maiden name was Briggs

Just to link them together I believe she and Walter were siblings which would lead to Alice being her niece.

1881 census has Walter 12 and Annie L 6  :)

Ah thank you everyone! Indeed Walter Briggs and Alice Stockwell were siblings.
There must have been an error when they were taking the census information.
