Presumably not related to your family but thought it interesting that when I looked at the inn/hotel in earlier years and a Doctor Hartley ran the Shoulder of Mutton from at least 1802  until 1861 based on the census and newspaper articles.   Doctor was his first name rather than his occupation! He is listed as the publican/inn keeper in the census.  In 1861 the inn  is described as Cross Edge Shoulder of Mutton Inn.

Doctor Hartley's death was announced in the Blackburn Standard June 26, 1861 
On 19th instant aged 84 years Doctor Hartley, landlord of the Shoulder of Mutton Inn.   The deceased was the oldest landlord in the hundred of Blackburn, having taken out 64 licenses.

I noticed this article from the Blackburn Standard (May 12, 1894)

Oh, I forgot I can't attach images to lookup request boards, pm me if you'd like to see the whole item. It's about a case concerning  Bona Fide Travellers, the landlord was Thomas DUFF.

Another mention in 1859 of an assault that occurred at the Inn in the  Bury Times. (Oct. 15, 1859)

I notice you are in Australia - if you become a member of the National Library of Australia you can have access to the British Library Newspapers among other things which is a great resource.
