Could they represent snakes?
Not sure what that means but snakes are generally thought of as sly, sneaky,
but hardly think that would be advertised.
Perhaps wiliness  in the sense of no one pulling a fast one over you.

It looks to me like a stylised yoke.

An heraldic yoke is normally drawn as an ox-yoke (for 2 beasts) and, in any case a yoke would be drawn the other way up?

It does look familiar, but I can't place the name of the charge :(

What is the name of the person who was granted the arms?

I agree with KGarrad : certainly not a common representation of a yoke, but although the design does look familiar I can't identify it at present.

Taking an indirect approach, the other(female) arms appear to be those of a member of the Brabazon family so perhaps a look at the marriages of Brabazon heiresses might give a clue ?

Just an afterthought :
Could this possibly be an astrological symbol ? It looks much like something called "the lunar node".

Any thoughts ?

If so, it would be the symbol of a descending lunar node; aka Dragon's Tail ;D

But, the ends normally end in circles?
Similar to a torc/torque.
