Do you mean the site 1911census.co.uk? Not sure it was a govt site (would be .gov.uk?) but I used it when it first came out & they sent me newsletters up to 2013. However putting that URL into my browser redirects me to FindMyPast so I assume they took it over & it's otherwise defunct.



Yes that was the name used by Findmypast when they produced the first online copy (under licence) of the 1911 census in 2009.
