Brian, you've posted this on the Tips and Tutorials Sub-Board. You'll get a lot more people to notice your request if you ask a moderator to transfer it to the main Photo Restoration Board. (Sorry, I'm off to bed shortly, otherwise I'd have a go.)
Cheers,
Peter

My observation is (for the period 1940s) they look very happy i.e. could this be the wives awaiting the return of their husbands?

There appears to be a stamp or post mark on the picture.  ??? Best I can read is ONL Y?

Of course it could be a glass stain ;D ;D ;D

But why don't the letters appear on top of the white stonework?

One little boy is wearing what looks like a party hat, so my first thought was a celebration of some sort, but he is the only one.  :)

Whatever is on the stamp the top word looks smudged to me.  :-\

They do look happy apart from the teenage boy. Love the hairstyles and outfits. The woman on the right is wearing sandals on what looks like a cold day.

My guess would be late 1940's to very early 1950's.

Bottom left of photo there is a wee one with what looks like a bucket for the seaside. Could it be a street outing ? Similar to the old Sunday School Picnics.
The children all look nicely dressed for the occasion.
