Is it worth putting a query about the marriage on the county board for Oxford? Someone may be able to help you further there, if it was a church/chapel wedding.
If it was not, but in a Register Office, that's a bit less easy, but:
As you have the full names of the people involved, and an approximate timescale, you could send for the wedding certificate, specifying that the groom should have as father Arthur, but of course there's a fee to pay.
