In the 1939 England and Wales register I have several Ancestors. Was this a home of some kind such as an orphanage or other?

Welcome to RootsChat
This is Google Street View of the house https://goo.gl/maps/k2EutqJTmx2o1qEo8 now called Friary Close. You can see it on this map, https://www.old-maps.co.uk/#/Map/486296/104569/12/101235 change the zoom as necessary.
In 1939 it just seems to be a private house, with a married couple and servants, but the children, and their mother, could be evacuees. In the 1911 Census it had 15 rooms.

"At Chichester 13,000 evacuees were received – children, mothers of babies and teachers;" http://www.rootschat.com/links/01o90/
