Kate Susan Payne Fleetwood

Kate was born on 3 October 1903 in Yardley, Worcestershire and died 26 October 1946 in Selly Oak, Birmingham. Her parents were George and Susan Fleetwood (Nee Payne). I am looking to trace Kate on the 1911 census and also where she lived in Birmingham prior to 1930 when she lived at 24 Poplar Road, Kings Heath.
I am also trying to trace her sister Elizabeth, born in the January-March qtr 1901, also in Yardley Wood. Elizabeth was living with her Grandmother, Mary Ann Fleetwood in Addison Road, Kings Heath on the 1911 census, but no trace of her since then.
Their mother Susan died in the October-December qtr 1903 and their father George in 1928. He was a patient at Mony Hull Colony, Near Kings Heath, Birmingham in the 1911 census.

In 1929 Kate can be found living at 24 Poplar Road, Kings Heath.

Thanks, she seems to have been living with the Tulk family until 1945, but when she died at 1a Raddlebarn Road, Selly Oak, she gave her address as 13 Poplar Avenue, I have looked on The Genealogist, Find My Past and Ancestry websites for her in the 1911 census, but so far no luck!

If I'm not mistaken, 1a Raddlebarn Road was Selly Oak Hospital.
It was referred to in this way to avoid stigma because previously it had been the workhouse.

I am a little confused by your references to mum being Susan.

George Fleetwood married Sarah Ann Payne, Mar qtr 1898 Solihull, and she is Sarah Payne (33 b Yardley Wood) when they are enumerated in Yardley Wood in 1901 with daughters Mary Ann 1 and Elizabeth 4mo.

Possible death as Sarah Ann Fleetwood, Dec qtr 1903 Solihull, though her age is indexed as 39.

George and Sarah had four daughters; Mary Ann born 1899, Elizabeth born 1901, Sarah born 1902 and Kate born 1903. Sarah was the only daughter who married, to Arthur Lee, unless I can trace a marriage for Elizabeth which I have failed to do so far.

I see that Sarah is on the 1911 census living with her aunt and uncle Ernest and Emma Fleetwood.  Address is 6 Penn Street Birmingham, Aston, Warwickshire.

Could Kate have been with another family member but registered under their surname instead of Fleetwood?
