I can see a Doris Norton marriage to a Cooper (Edgar in Bedwelty Dec 1915) but not a Dorothy Norton marriage - is it possible she was married in between so the marriage to E J Smith wouldn't be under Norton  :-\

Is it possible to find Doris or Dorothy on a census as children.  They should both be on the 1901 if birth dates are correct.

Stumbling block is where were they born.  Wales perhaps as Doris married there.

A family tree has the Bromsgrove Doris marrying Ernest Cooper and there is a sister Lilian same mothers name Price which would tie in with her naming a daughter Lilian Cooper.

No corresponding Dorothy to make her a sister, cousin maybe.
