Thank you very much for Electoral Register info, from your findings does one have to assume that 1895/1896 Registers do not exist showing who was living at 221 Guinness Trust Buildings Vauxhall Walk.

No -that is all I could find online -it doesn't necessarily mean other records don't exist

Have you read up about the Guiness Trust Buildings?
I think I read somewhere that there was a nursery (only a thought in the back of my head)

I am seeking the parents of Florence who was born mar qtr 1883 Blything index 4a 858 also
the residents of 221 Guinness Trust Buildings Kennington Lambeth Surrey in 1896.

You could always purchase the birth certificate if all else fails but will see if we can find anything first.

The birth registration for her should give her mothers maiden name unless she was illegitimate.

Did she marry?

Have you looked for her on the 1891 census?

If she married does she give a fathers name on her marriage cert?

There are several Brown/Barber marriages so you may have to purchase the birth to be sure which couple she came from.
