He was never naturalized. This 1930 Census says "Pa" in Column 23 headed Naturalization. Pa = something like "papers pending". It means he had filed a Declaration of Intention to become a citizen but hadn't yet been naturalized. The Declaration is the document you found from 1926. After that he would have to wait a few years before he could submit his Petition for Naturalization, and if approved then be admitted as a citizen.

As to why he isn't in the city directories from 1923 to 1929, maybe he was overlooked because he was boarding. You don't really know how many boarders they had in that house. I lost count of the number of people my great-grandparents had with them over the years.

In 1930 Barbara Flaherty was renting a single family. Take a look at it on Google Maps, even 2-story and gentrified as it is today, it is huge http://www.rootschat.com/links/01ohs/. I have been in that neighborhood and I would bet anything that ground floor was living quarters in the 1930s and until recently. She had 5 boarders in 1930.

And/or maybe the Flahertys' didn't want the landlord to know who all was in there.

Hi All,
Please find attached the photo of Joseph Audley is he wearing a US navy uniform?
Please ignore the black box near his right arm. I believe two people took a photograph at the same time and the black box is a photograph of someones mobile phone

My father was in the US Navy from 1943 to 1945 and the hat he wore does not look at all like the hat in the picture. The shirt does. Maybe they changed the design of the hat, I don't know.
