Hi George W Wiseman must have taken over the licence of The Labouring Boys after 1901 he was a Gardener prior to this, and married Mary Ann Spooner Dec qtr 1881 Brentford.

It was sometime in 1904; I just found the news item as you posted!
Middlesex Independent 26 November 1904  states the license moved from Thomas Belcher to George William Wiseman, which shows the "38 years" noted in his funeral notice to be accurate.
