Workhouse settlement papers

Hello, I am trying to find out why a person may have been sent to a workhouse out of their area.
I am trying to understand a 'settlement papers' document which gives:
date of changeability 1.10.12
How removed: WH
Relieved by Hackney Union
Settlement: Uxbridge Union
Date of order of removal or adjudication: 23.1.13
Passed to Uxbridge Union 10.3.13

This woman aged 19 had a daughter in Uxbridge Union in June 1912. I'm not clear if the baby moved to Hackney with her. She had no link to Hackney or relatives living there.
Does anybody know anything which would suggest reasons for her to have been moved, and then sent back again?

It means she was of Uxbridge so they were responsible for her. Look for her baptism there.
She had no ties or family in Hackney so was sent back.

Thank you. I'd wondered if that was it. I do have a baptism record (from inside Uxbridge workhouse) but all documents from the workhouse itself seem to be lost for the 1900s.

Try the new GRO index it gives mothers maiden name, or lack thereof if illegitimate.
