You might think that someone aged 1 in the 1871 census was born in 1861. But if they were actually approaching their second birthday in 1871 they could actually have been born in 1860.

Guy, thanks for the list of dates. A relative of mine, aged 3 on 1911 census would have been 14 on 1921 census and 23 on 1931 census, because his birthday was after 1911 and 1931 census but before 1921 census. His future wife was 2 weeks old on 1911 census so her age increased by 10 years each census.
