Pretty sure all these refer to the same man.

Noticed two Canada Voters List entries for Cornelius Phillips - 1935 - Notre Dame, 249 1/2 , apt. 5.
Winnipeg North Centre. Caretaker.

and 1940 Cornelius Philips - Notre Dame Avenue. 249 1/2 Apt 5, Winnipeg North Centre. Caretaker.
