Agree but no magicians.
Is this as fuzzy as it looks?
Is it a scan or snapshot?
You are allowed up to 500Kb. per photo this is only 120.
Really needs to be better than this to have any chance of success.

Making it bigger doesn't improve the quality only rescanning at a higher resolution will do that.

The resolution is just enough to work with so I had a go, but I can't really do anything with the blurry-ness. If you can get a better scan, as Jim says you'll get a lot better result.
