Probably not, as this refers to Scone, the next-door parish, and not to Perth, where the prison is situated.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

Perth Prison - "The prison was originally built around 1810" a long time after James V1/1

As the prison had a hospital & chapel it may have been ordinary local people had access to both as opposed to just prisoners if they were in the immediate area?

It may be worth contacting A K Bell Library to enquire, enclosing your certs. etc.

Hi All
The old royal city of scone from memory of an old os map I have somewhere started on the sharp left hand bend before the straight section of road as you approach old scone now, it is in the wood on the left as you head towards blairgowrie distance from perth about 2.5 miles add another mile to perth prison not a great distance to walk to work back then.
Just food for thought.
