I don't see a civil cert for her parents, have you looked through the parish register for a marriage?

Mary's birth record.    #186

I think the townland is Rathqueague (sic) in Bunmahon R.D.

Click also on Kilbarrymeaden C.P. to see Bunmahon and Kilmacthomas.

There are only 3 marriages registered in Kilmacthomas for January 1868.

A 1927 birth cert won't be online
See what years for BMD here
https://www.irishgenealogy.ie/en/civil-records/help/what-years-are-covered-by-the-historic-records-of-births-marriages-and-deaths
You can look at the index on FamilySearch but it's possible there are a few Timothy Power.

You need to find his marriage first to get information on his father.
I assume you know his wife's name.
What year was the eldest child born and where?
