World War I certificate date?

The attached document was given to my g-grandmother, Jennie Jeffrey, thanking her for her volunteering services for the Red Cross. Does anyone have an idea of when this document would've been given to her? Thanks SO much!

Woodrow Wilson was president from 1913-1921, so some time within then.  Maybe if someone can read the other names, they could be Googled.

Thanks. Yeah, I was trying to read the other names, and haven't been successful. She lived in Detroit, MI during this time, and her son, my grandfather served in France from June 1918 - June 1920.

G D Pope appears to have been chairman of the Detroit Chapter of RedCross from about 1918. I would guess this was presented at, or shortly after, the cessation of hostilities - I e 1918/1919.

Henry P Davison was chairman of the War Council of the American Red Cross .

The signature above Chairman of War Council looks like Garrison.
Lindley Miller Garrison was Secretary of War from March 5, 1913 until February 10, 1916.

The USA entered WWI on 6 April 1917.

The American Red Cross dispatched The Mercy Ship to Europe within weeks of the outbreak of war in 1914.

Cooper Wood was secretary of the Detroit chapter of the Red Cross when he registered for the draft September 12, 1918.
