So, I have identified on Ancestry someone who is researching the same person as I am. I have information and a photo of which I am certain they are unaware. However, it is clear from the site that they have not opted to receive messages. Is there any way I can let them know the information that I have. I have tried using Ancestry's help pages but frankly find them of little use.

All you can do is to send them a message.
If they choose not to respond, that is their prerogative.

I'm not sure if this might help but I've found that it's possible to make comments on others' trees as long as they are public. I don't know if they are visible to the tree owner.  Maybe you could add a comment about having more info/photos.

Go to any person in the tree. Under 'tools', go to View comments . You can then write a comment.

Whether it will get a response or not, I'm not sure.

I have only wanted to message one match who had specifically opted out of receiving messages. When I realised they had opted out I chose to respect their decision not to be contacted.

I occasionally used to send off a message to someone who has stopped short of including an ancestor of interest in their tree.

9 times out of 10 there is no response, but often their tree has changed.

Since these ignorant plonkers cannot even be bothered to message and say thanks, why bother?
