The earliest map, on oldmaps.co.uk , for Union St is 1884 and it only shows 1 PH on Union St at the junction with Suffolk St,

this appears to be a quite small establishment which doesn't seem to fit with the size mentioned in Capetown's post yesterday.
However a 1936 map shows it as much larger.

Unfortunately the map ref on that post doesn't appear tp be a standard OS or Long/Lat one.

The Lost Pubs Project http://www.closedpubs.co.uk/gloucestershire/gloucester.html
doesn't have an entry for any PH on either Union St or Suffolk St
Malmesbury- Bishop.
Gloucestershire-Bishop,Hicks,Higgs,Hill,Hooper,Hopkins,Pitcher,Robertson,Stinton,Terret,Woodruff.
Worcestershire-Stinton. 
Devon- Borrough or Burrow.
