Please can anybody find any birth or record of any kind for the above his parents were Thomas Kelly b1887 Clare and his Mother was Bridgit.

You need to check your dates, you have a typo.
If c1823 is correct for Thomas and he was RC than the parish records don't start until 1850

A Thomas Kelly married Bridget Howard in Inagh on 13.11.1920. Don’t know if that might be your couple. He farmed in Gortaloca (Gortalougha).
