"no issue" on NSW d.c. registrations used to mean (until very very recently) ... no known children of that marriage ... perhaps it had a similar meaning on those Vic historic d.c.  -

So 'no issue' can overlook any ex-nuptial issues.

2 suggestions to improve your chances of finding DNA matches

1)
Don't use punctuation.or alternative names on profiles

Chose 1 eg jack Canning
+ Add alternative spellings in the also known as box
John
John h
John Henry

Because you will only match if wordings are the same

 if you have alternative and preferred and '
:Also known as '   
all spellings on other trees will turn up as a match

1 b)Go in edit box for Annie mabel may Simmons box
Give her an" also known as"
:Annie Mabel Gardiner '

For each spellig maybe leave out first names for 1 GARDNER

2 )
edit relationships

So Instead of mother have Sylvia as foster mother
and add a bio mother .....

Gardner  first name blank
You can alter which one you show on tree with a show preferred option

That way the name Gardner will appear in your 10 generation profile so any dna matches will come up in shared name
You could add a son to Sylvia with a hypothesis tag and a rough birth date no first name and no question marks so Simmonds will also show in your list

I agree with majm ...also I do t think Annie was with Sylvia as a child ...I think maybe she was the blood relation who could give permission to marry but the registrar or someone was indicating ..' although Annie fostered from birth ...implying by someone else .

A couple of things to consider.

It looks as if George Charles LOCKWOOD had   brother named Henry William.
Here is he death of George
LOCKWOOD, George Charles

M Sarah OCOOK
At Geelong
Aged 75
In 1929/Reg 5273.

Death of Henry
LOCKWOOD, Henry William
F Henry
M Sarah OCOCK
At M Egerton
Aged 80
Yr 1932/10068

I think the brothers married sisters SLOAN. One being Margaret to George and the other Jessie to Henry.

It looks as if Henry was the father of an illigitimate daughter in 1871
There was an application for maintenance at Geelong.

George Lockwood (Anakie) married Margaret ANNE Lawson in 1885 (13 years after George Charles m Margaret Sloan below)... haven't done much searching on him yet. 
=> Could it be the same 'George' - just married twice?   
Margaret Sloan was still alive in 1885.

George Charles Lockwood (Geelong) married Margaret Jackson Sloan in 1872 and has a daughter Mabel May for whom I can't find a birth record.

Margaret Jackson Sloan's father, John Sloan, died at the home of George (no middle name given) Lockwood, who turns out to be George Charles Lockwood, given that it was his FIL, in Anakie in 1899.

THINKING...
1. (A) George Lockwood was a witness at Annie's marriage in Aug 1891
2. Mabel May Lockwood was born in 1892 and George Charles Lockwood & Margaret Sloan are given as her parents when she married, BUT no birth record found for her.
3. Annie's eldest son was born in 1992, and her second son only 13 months later in May 1893 => No way could she have given birth to Mabel May.
4.  Annie was born bank in 1873 - or thereabouts.

Time to look hard at
1. the George Lockwood(s) and
2. perhaps the Margaret Sloan (she married George in 1972?!), her father lived with George before his death... and
3. perhaps back to his Father, Henry, to see what other Lockwood relatives were up to.  Particularly given that Henry Lockwood's probate record in 1875 says "Formerly of the Parish of Anakie, and late of Geelong..."
4. Maybe another Lockwood... Henry had a few children...

Grr got to close my computer down again.  Have so many windows open all the time and I do try really hard not to! :)

The Exciting thing is that I found a "Mabel May" Lockwood, daughter of George Charles Lockwood, m James Allen Dupree in 1913.  Can't find her birth
