Who was Emma Bailey/Bayley

I have hit a dead end with Emma Bailey/Bayley on my family tree research and wondered if anyone can help.
1891 census has Emma Bayley aged 33 born Edgmond, Salop, living with husband James Bayley from High Offley, Staffs.
I cannot find a James Bayley marrying an Emma to get her surname.
I have got the census details from 1901, but that gives me no more info, not does ancestry link me to mum's maiden name for any of her children. I am descended from her daughter Evelyn.

Thank you, that helps, as I've found an Emma Moulstone b 1858 in Edgmond, Shropshire, so wonder if this is her.
Evelyn had an older brother called Thomas George b 1877, so wonder what surname he has listed.
