If you can't find a birth registration for him does he appear on 1901 census with anyone?

 order birth cert without his parents name  got info  of birth from Blanchard they were trying to trace my uncles family

Maybe a little too old but there is a James age 6 born Burnley with widowed mother Alice and siblings in 1901.
