James Bailey 1851 High Offley parents

Could anyone help me find parents to James Bailey/Bayley? According to 1891 and 1901 census he was born in High Offley in 1851. I have him aged 66 in the 1911 census, but that would have him born in 1845, which conflicts other two, but says birth place is Wooseaves, which is next to High Offley. He married Emma Moulston in 1875 in Wellington, Shropshire. GRO does not list High Offley as an option.

1875 marriage banns were called at Kynnersley, Shropshire

He's in Kinnersley in the 1871 as JAMES BAILEY waggoner on a farm, aged 21 and born High Offley STAFFORDSHIRE.

Added: and of course the marriage certificate would show his father's name which might pin down the right family.  There are a couple of Bailey families in Shropshire close to Telford which could conceivably be his.

As I don't know Shropshire/Staffordshire very well, I looked at a map for closest registration areas for High Offley and there is this birth reg which could be him:

which could mean he was born late in 1850

Having had a further scout round, I think if it were me, I'd be getting the marriage certificate to pin down the father.
