What does it mean when it blank what could be a person out and it says this record is officially closed?

If you are reffering to the 1939 Register it is redacted because there is a possibility that the person may still be alive.

There's no such thing as a stupid question, just one we don't know the answer to yet!
Are you meaning on the 1939 Register which isn't a census? They have people blanked out and say the record is officially closed, as the people are under 100 years of age and they are not permitted to show those names, unless they have proof that the person has died before the 100 years are up.
If you don't mean that, then please say more of what you are looking at.
