There was NO CENSUS in 1939

A census shows who was where at midnight on a specified date.
The National Register was continually updated (by the NHS) until the 1990s.

Further to Christine53's post about BHC records, I have an image showing the admission of George to Middlemore Emigration Home on 16 August 1904 (Sorry I don't have one showing the girls' admissions for that year) His birthday is shown as 11 March, and guardian as George Willis Keatley, so the right boy. Address 2 Burton's Yard, Wade Street.
Image for the comments is blurry, but it does say 'mother an immoral woman. Father gardener. Children under no control. To pay 1/6 per week for 3 years' 
Interesting that the parents were to pay for such an extended time - it implies that they had the cash to be able to afford that (Most didn't. Usually when a payment was to be made it was from the Guardians of the Union where the children came from, or by a sponsor of some description)
They sailed on Siberian on 20 June 1905.
If you want to see the settlement records of the two children, they are available at the archives in Birmingham Central Library. (staff extremely helpful)

edited to add: there is also an admission for Arthur Frederick Keatley on 17 October 1906. Birthday shown as 18 December. Father's address remains the same. comments easier to read - 'Mother deserted. Immoral woman. Father gardener. Child under no control.'  Interestingly there is an aside in the next column - 'Given up to father 14/01/07. Mentally weak'  So, Arthur stayed in England with his father....
