You mentioned that your great grandfather was 60 when he died in 1916, Carol's date range for the photo should put your GGF at early to mid 50's in this photo, so you can rule out the younger men.  Do you have any photos of his children for facial comparison?

County records have license applications so I have requested a search in the Committee miners. Cannot see any resemblance between these men and my great grandfather’s descendants unfortunately.
