The uniforms are quite similar, I think I need to investigate further.  The photo album I have has known members of the Fallows family in it, so it is possible that the man in the regalia is either Fred or John Fallows.

Frederick Fallows is mentioned twice on that page. Once under the death notices and then there is also a more detailed obituary for him in column 3. It appears he died at Quakertown, New Jersey.

Thank you RJ137, I hadn't noticed the other article.  The 3 children mentioned are actually his step-children from his wife Agnes' previous marriage.  I assumed the reference to Quakertown in the partial transcription was his burial place as his wife Agnes was later buried at Locust Grove, Quakertown.  Agnes' daughter Alice lived in Franklin, Hunterdon, N.J. so maybe they were visiting her when Fred died.
