OK- so I am beginning to think there has been a bit of mistranscription somewhere.
I understand from the family- very vague!- that there was a Kate Cobb- I have found Kate in Croydon born 12th Feb 1917 but on BMD it shows her birth reg as Mar Q Croydon MMN Cobb. I would imagin that as Kate was born witihn the same Q that her mother Dorothy Brooker married Frank Cobb in Croydon, that might explain the MMN as Cobb. Is it possible to confirm the date of the wedding in Mar Q 1917 please for Frank Cobb and Dorothy Brooker? I also now suspect that when Violet's birth was registered in 1923 in Cirencester, the Brooker and Booker can become a mistranscription.
If the marriage of Frank Cobb to Dorothy Brooker is correct in 1917, it would seem I have the following children born to this couple- but I wonder if the marriage in Mar Q 1917 was Frank making an honest woman of Dorothy as it would seem they also had a son William born in 1915!

Here are the children I have found that I believe were born to Frank Cobb and Dorothy Brooker (it would also explain why Violet married in 1941 as violet D Cobb- middle name Dorothy?):

I think there seems to be several things causing confusion here.
We seem to have one child registered under the father's name (William) before the parents married.
There seems to be an element of mistranscription between Brooker and Booker.
I had been led to believe that the family was from the Cirencester area but now I know about Violet's sister Kate, this makes the leap from Croydon to Cirencester realistic, and justifies the marriage on Croydon in 1917.

I hope this has now eliminated some of the red herrings and I am very grateful indeed for everyone's efforts.

Finally- am I to understand that the marriage cert for Frank Cobb and Dorothy Brooker in 1917 shows Dorothy's father as James Brooker (deceased) and that he was a bricklayer?

Frank is 25 and a soldier. Dorothy 20

His father Francis W Cobb deceased, labourer
Her James Brooker, deceased bricklayer...but as we discussed earlier we think he is her grandfather.

Witnesses were  J N Aked and Grace Dorothea Manning
