I widened out the search to include the entire US, but still didn't find him. :(
He is not:
Andrew O'Donnell, died Luzerne Co, PA 1 Nov 1936. his parents: Hugh and Nellie
He is not:
Andrew O'Donnell in New Haven, Connecticut in 1910 and 1920. His naturalization papers say he was born in 1882, Tologhmelan(?) Tipperary, and arrived in 1906.

And there were some naturalization papers on ancestry.com for men named Andrew O'Donnell. None of them matched either.

Some states' death records are online and some aren't. So, as you say, he might have died soon after arriving in the US.

I think we come up short on this one, unfortunately. :(

This morning's news:
Ancestry uploads detailed BMD indexes for New York
https://www.irishgenealogynews.com/2020/02/ancestry-uploads-detailed-bmd-indexes.html

I looked for Andrew in the death record index from 1908 to the end, 1948, and did not find him.

Some of the basic information from those indexes was already available.  They just contain more information than was on previous indexes.
