Although I haven't found my William with father Thomas I am calling this complete to tidy things up a bit, I may well come back to it but having spent so much time on this I must put it away for a short time

I have now found another Small marriage with father different  to the family on the census, so  I am now going right back to scratch with this family, frustrating to say the least

Going back to Thomas the labourer and his wife Ann in Bishopsteignton
And the baptism of son James, 21 Nov 1841

GRO Reference: 1841  D Quarter in NEWTON ABBOT  Volume 10  Page 132

What is interesting is that the marriage is back in 1824 at Bishopsteignton
14 Sep 1824
Thomas Smale and Ann Knott
Both of the parish
He marked, she signed (as Ann Small, crossed out for Knott )

They are both alive in 1861

What happened to Maria?

Thomas does say he is younger than Ann. He is 49 in 1851 and 59 in 1861.
Presuming that death/burial in 1871 is him, is his age out?
And there is a baptism in Bishopsteignton, 11 July 1801

So he was Thomas Smale Smale!
Note that the first son born to Thomas (carpenter) and Maria in Bishopsteignton was Samuel John in 1829 (as posted by ciderdrinker)

Marriage of Thomas Smale + Ann Knott in Bishopsteignton in 1824
Then baptisms there to Thomas + Maria in 1824, 1826, 1828, 1829, 1831 (William)
Then nothing until Thomas baptized in 1837, parents Thomas + Ann
Plus the carpenter/labourer difference

In 1851 there is also a daughter Mary Ann, 17, born Bishopsteignton.

Who must be Mary, 7, in 1841.
EDITED Bearing in mind that the first two baptisms to Thomas + Maria back in the 1820's were Maria, Maria - but the first one seems to have died in infancy.

The Report of the Commissioners Concerning Charities, 1826
At the time of our inquiry in September 1821, 23 boys and girls were taught by a schoolmistress in the schoolhouse; 12 children were also placed with a schoolmistress in the hamlet of Lewton, which is situate within the parish, but so far distant from the village of Bishopsteignton, that it would be inconvenient for the children of the hamlet to resort to the schoolhouse. ...

The schoolmistress at Bishopsteignton receives 6l. 10s. per annum, and the mistress at Lewton 1s. 6d. per week, together with 11. 4s. for the rent of her house.
