According to a wiki entry the regional independent station covering Lincolnshire was Yorkshire TV and the BBC was Grenada.

There’s this place which might be able to help

The BBC is just that. Local news for Skegness is on BBC  Look North.

Calendar news in the 70s was on YTV. (Yorkshire television)

This is way before digital television, so any archive is likely to be in a format that needs specialised equipment to play it, it’s unlikely that a local news item will have been digitally archived.

I agree with Mike, I think your best chance would be in a newspaper report which may include the conversation with your Great Grandad.

see: http://bufvc.ac.uk/archives/index.php/collection/217

"Yorkshire Television started broadcasting programmes on the ITV network and locally in the Yorkshire, Humberside, North Lincolnshire and North Derbyshire area in July 1968. The Library contains all transmitted programmes and regional news items produced since its inception. The complete holdings amount to over 60,000 film cans and tape spools which increase according to the number of programmes YTV transmits each year."

I`ve found this for you, the timing`s right. Listed 6th May 1977 - The Thor rescued by Skegness lifeboat. Unfortunately, there isn`t a link to an article.
