On his immigration in 1914 ...
https://www.familysearch.org/ark:/61903/1:1:23X6-RCW
The manifest said his last permanent residence was Toronto, Canada. - I didn't find him in the 1913, 1914, or 1915 Toronto City Directories. So he wasn't there long, or maybe was living with someone and didn't find work. - I don't think there are too many records of passengers from England to Canada. His wife's last permanent residence was in England.

----
His line on the manifest is stamped "Legal Entry for Permanent Residence verified November 6, 1931, Number: 775970". That would have been just before he went back to England.

I think this page will provide more information on what that means. See the first subheading "Letters "V/L followed by numbers over numbers, sometimes with a date etc.," at
https://www.jewishgen.org/infofiles/manifests/name/

or else he might fall under these cases here, which is linked from that page. See subheading "Other Travel Documents after July 1, 1924"

https://www.jewishgen.org/infofiles/manifests/other/visa/

From what I can understand of those two pages, he might have intended to return to the US. Or maybe he was just making it easier on himself if he ever decided to return in the future.
