Is This Woman James Cooke's Sister or Wife on 1851 Census? Help lookup please.

A 1816 Marriage will not show Fathers names and possibly only witnesses.

I also think we should not assume William was dead by 1841 Census as he may be staying overnight elsewhere or living away form home for work.

The 1839 Death you mention would make him very young to marry 1816.
Not impossible though.
