Death- Andrew Burnett from Montrose

Hi,
I'm trying to trace the death certificate of my Great, Great Grandfather, Andrew Burnett. I can't find it on Scotlands people.
He had signed my Great Grandfather's birth certificate in 1876 and in the 1881 census, his wife Jane Burnett is listed as widow.All addresses are in Montrose.so he must have died between these 2 dates.
His occupation is Seaman.
If a ship goes down with all hands lost, is a death cert issued?
Any help appreciated.

Andrew Burnett died at sea aged 30 years - he sailed from Montrose onboard the ship Frieda.
He died 7 April 1877 - cause of death - Fell overboard(collision)
